Directive 95/46/EC of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data

For EU Member States, this directive is the standard relating to personal data protection. Member States had to transpose the directive into their national legislation. Belgium did so with the Act of 11 December 1998.

Convention 108 for the protection of individuals with regard to automatic processing of personal data

On 28 January 1981 the Council of Europe adopted this convention, intended as a European instrument to protect citizens' privacy when their personal data are processed with new information and communication systems. The Convention also imposes obligations, but only in respect of the states of the European Union. It is still extremely relevant because it also has to be observed in areas that are not included in the European legal system (such as state security or criminal justice).

The Organisation for Economic Co-operation and Development (OECD) consists of over 30 countries and was created in 1961. The OECD's aims include supporting a policy that contributes to sustainable economic growth and employment.

The guidelines are the result of an international consensus on personal data collection and management in the economic sector.
