Does the Belgian Commission for the protection of privacy prefer the use of exceptions or contractual solutions?
The use of exceptions, as the words says itself, has to remain exceptional and cannot constitute the normal framework for data transfers, especially if they take place massively and repetitively. A contractual solution is recommended, as it offers more important safeguards for the protection of citizens' data.
