Organization

The administration has a threefold mission:

  • policy preparation;
  • support;
  • implementation.

The administration helps to prepare cases. Draft opinions, draft recommendations and draft authorizations are drawn up by a specialized civil servant, in close consultation with the commissioner-rapporteur coordinating the drafting procedure.

Within the Study and Research Department of the administration, sectors or areas of activity have been determined for joint activities of commissioners and civil servants. This subdivision corresponds to the sector committees' different fields of activity.

In order to handle individual cases of citizens as efficiently as possibly, the administration divides them into "first-line" and "second-line" cases. First-line treatment enables a quick follow-up of frequent cases.

Based on the Commission's Rules of Procedure, a number of cases are treated directly by the secretariat, under the authority and the responsibility of the President.
